Revoking of Executive Order (E.O.) 14042 “Ensuring Adequate COVID Safety Protocols for Federal Contractors”

Tim Cannella, Acting Director of NASA LaRC’s Office of Procurement, requested that the following information, issued by NASA Assistant Administrator for Procurement Karla Smith Jackson on May 15, 2023, be shared with LaRC Contractors Steering Council members.

On May 9, 2023, President Biden issued an Executive Order (E.O. referred to as “the Order”) on Moving Beyond COVID-19 Vaccination Requirements for Federal Worker, which became effective at 12:01 am on May 12, 2023. The Order specifically revoked:  1) E.O.14042, which had required certain parties contracting with the Federal Government to provide COVID-19 safeguards to their workers; and 2) E.O. 14043, which had required vaccination for Federal civilian employees. Section 2 of the Order states that “[a]gency policies adopted to implement E.O. 14042…. to the extent such policies are premised on” that order, “no longer may be enforced and shall be rescinded consistent with applicable law.”

NASA Request for Information on Advancing Racial Equity and Support for Underserved Communities in Procurements Due June 10, 2023

Susan McClain, Director of NASA LaRC’s Office of Procurement, requested that the following formal Blackout Notice be shared with LaRC Contractors Steering Council members.

NASA has posted a Request for Information on the Federal Register and is asking for comments on or before June 10, 2023. NASA is issuing this Request for Information (RFI) to receive input from the public on the barriers and challenges that prevent members of underserved communities (as defined in Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, and Executive Order 14091, Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government) from participating in NASA’s procurements, grants, and cooperative agreements.

    Memorandums for the NASA Contractor Community: Third Party Software and Multi-Agency Contracts

    Susan McClain, Director of NASA LaRC’s Office of Procurement, requested that the following information, issued by NASA Assistant Administrator for Procurement Karla Smith Jackson on January 18 and 27, 2023, be shared with LaRC Contractors Steering Council members.

    The first memo, Supplier Documentation Requirements for Software Producers Offering Third Party Software to NASA for Purchase and/or Use, was signed on January 18, 2023. This document includes an attached checklist for Documenting Secure Software Development Activities in Support of EO 14028 Section 4e.

    The second memo, Increased NASA Utilization of Multi-Agency Contracts and “Best-in-Class” Contract Solutions for Common Goods & Services, was signed on January 27, 2023. This document strongly encourages the NASA contractor community to participate in Best-in-Class (BIC) contract solutions and Multi-Agency Contracts (MACs).
